General Introduction
Vietnam Institute of Strategy and Policy for Industry and Trade (VIOIT) was established on 18 August 2017 by merging the Institute of Trade Research and Institute of Strategy and Policy for Industry by Decree No. 98/2017/ND-CP on the organization and functions of the Ministry of Industry and Trade. Before this, the two institutes had a long development history of many decades.
The predecessors of VIOIT include the Institute of Economics, Technology and Commerce (established under Decision No. 121CP dated June 17, 1971 of the Government Council amending the organizational apparatus of the Ministry of Domestic Trade), the Institute of Foreign Economic Relations and Trade (established in July 1982), the Institute of Science, Technology and Material Economy (established in October 1982), the Institute of Foreign Economic Relations (established in 1988), the Institute of Economics, Technology and Trade (established in March 1992), the Institute of Tourism Development Research (established in March 1993). In order to consolidate the organizational apparatus of the Ministry of Trade, on November 8, 1995, the Prime Minister signed and promulgated Decision No. 721/TTg on amending a number of organizations attached to the Ministry of Trade, which decided to merge the Institute of Economics, Technology and Trade and the Institute of Foreign Economic Relations into the Institute of Trade Research.
The predecessors of the Institute of Strategy and Policy for Industry were the research units of the following Ministries: the Ministry of Heavy Industry, the Ministry of Light Industry, and the Ministry of Energy. In Decree No. 74/CP dated November 1, 1995 of the Government on functions, tasks, powers and organizational structure of the Ministry of Industry, all the research units under the Ministry of Heavy Industry, the Ministry of Light Industry, the Ministry of Energy were arranged into one scientific research organization under the Ministry of Industry. The Institute of Strategy and Policy for Industry was defined in Decree No. 55/2003/ND-CP dated May 28, 2003 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade. The Institute for Industrial Policy and Strategy Research is defined in Decrees: Decree No. 189/2007/ND-CP dated December 27, 2007 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade; Decree No. 44/2011/ND-CP dated June 14, 2011 of the Government amending Article 3 of Decree No. 189/2007/ND-CP dated December 27, 2007 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade; Decree No. 95/2012/ND-CP dated November 22, 2012 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade.
On November 29, 2022, the Government issued Decree No. 96/2022/ND-CP defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade creating the basis for the Ministry of Industry and Trade to issue Decision No. 2633/QD-BCT dated December 2, 2022 defining the functions, tasks, powers and organizational structure of the Institute of Strategy and Policy for Industry and Trade.
Over the past years, VIOIT has made important contributions to the successful implementation of guidelines and policies of the Party and State, and directions of the Ministry of Industry and Trade on reforming the organizational structure and management and improving the operational quality and efficiency.
The Institute of Strategy and Policy for Industry and Trade has initially achieved significant results. With a team of qualified experts, scientists, officials and employees, the Institute of Strategy and Policy for Industry and Trade has achieved great success in the area of scientific research to contribute to successful performance of the state management function of the Ministry of Industry and Trade. It has also made great contributions to the formulation and assessment of effectiveness, efficiency and impacts of strategies, master planning, sectoral plans, programs, schemes, development projects, policies, standards and economic and technical norms for industries and sectors under the state management responsibility of the Ministry of Industry and Trade.
VIOIT provides post-graduate training, professional retraining; consulting services and assistance to businesses, trade promotion, consultancy services in investment, technology and innovation; disseminated information on industry and trade as assigned by the Minister of Industry and Trade and as provided by law.
